Tea Import Standards in the EU: MRL Pesticide Limits Explained for Buyers

The European Union operates the strictest pesticide-residue regime in the tea trade. If you import tea into Germany, France, Spain or anywhere in the EU, this is the compliance baseline.

Regulation (EC) 396/2005 — the 0.01 ppm Default

The EU sets maximum residue limits (MRLs) per substance. For any active substance not specifically listed for tea, the default MRL is 0.01 mg/kg — effectively “not detectable”. That is why EU-grade tea requires garden-level residue control, not just end-point testing.

Actives That Matter Most for Tea

  • Anthraquinone — historically the top RASFF rejection cause for Chinese tea; partly a processing/environment contaminant, not just agrochemical.
  • Epoxiconazole, acetamiprid, imidacloprid, fenvalerate — frequent watch-list actives.
  • Enforcement data flows through the EU RASFF system — repeated supplier failures become publicly visible.

The EU Import Document Set

  1. Commercial invoice + packing list
  2. COA with destination-scoped residue report (SGS/Intertek)
  3. Phytosanitary certificate + health certificate
  4. Certificate of origin
  5. Organic lots: EU Organic certificate + transaction certificate (TRACES)

How to Buy EU-Compliant Tea from China

  • Contract the test scope: “EU MRL 396/2005, tea scope, SGS/Intertek, per lot”.
  • Contract the consequence: rejection at destination = replacement at supplier’s cost.
  • Choose suppliers with EU-organic certified gardens and documented lot traceability — see our compliance guide.
